Pursuant to Article 235 (1) (b) of the Constitution of Kenya 2010 and Section 59 (1) (b), of The County Governments Act No.17, 2012, The County Public Service Board of Busia invites applications from suitably qualified persons to fill the following vacant positions in the Office of the Governor as follows:

  1. Legal Advisor Job Group “R”

Duties and responsibilities

  • Providing legal advice to the Governor;
  • Representing the Governor in civil matters as need arises;
  • Keeping abreast of legal and policy developments;
  • Providing legislative support to the Governor including briefs on legislation as well as preparing amendments where appropriate;
  • Identifying strategic priority areas that require law reform;
  • Undertaking legal research; and
  • Any other duties as may be assigned from time to time.
Requirements for appointment

For appointment to this grade, one must

  • Be a Kenyan citizen;
  • Be a holder of a Degree in law from a university recognized in Kenya and an advocate of the High Court of Kenya;
  • Have knowledge, experience and a distinguished career of not less than ten (10) years as a legal practitioner
  • Satisfy the requirements of Chapter Six of the Constitution of Kenya, 2010.

 

  1. Political Advisor Job Group “R”

 Duties and responsibilities

  • Provide political director to the Governor
  • Monitoring political trends both in the county and at the national level and advise the Governor accordingly
  • Ensuring separation of powers between the Office of the Governor, County Assembly and other offices in the County
  • Promoting national unity, peace and stability in the county
  • Monitoring and evaluating political trends in the County
  • Appraising the Governor on matters of political interest
  • Assisting to develop procedures and strategies for addressing issues of political interest; and
  • Participating in the preparation of campaign and policy positions and papers as directed by the Governor.

Requirements for appointment:

For appointment to this grade, one must

  • Be a Kenyan Citizen
  • Be a holder of at least a Bachelor’s degree in political Science or Public Administration from a university recognized in Kenya.
  • Have knowledge, experience and a distinguished career of not less than 10 years in a political related field.
  • Satisfy the requirements of Chapter Six of the Constitution of Kenya (2010) on leadership and integrity

 

  1. Economic Advisor Job Group “R”

Duties and responsibilities:

  • Preparing policy briefs on macroeconomic, financial and monetary policy issues;
  • Analyzing economic issues in close collaboration with State Departments responsible for Finance and Planning; Mobilizing resources to enhance the resource base for County Government;
  • Contributing to the coordination of County Government’s relations with bilateral and multilateral donors;
  • Conducting and/or coordinating economic research on topics of strategic interest to the Governor;
  • Briefing the Governor on monthly basis on the latest developments and emerging issues;
  • Advising the Governor and the County Committees on all aspects of economic, financial and fiscal policy;
  • Attending to sectorial issues related to regional and international co-operation;
  • Providing advice on trade, international economic and financial market policies including addressing the impact of the global financial crisis;
  • Providing policy advice on strategic policy and operational issues relating to economic development.
    Undertaking any other assignments as may be directed by the Governor;

 Requirements for appointment

For appointment to this grade, one must:

  • Be a Kenyan citizen;
  • Be a holder of at least a first Degree in Economics or related field from a university recognized in Kenya;
  • Have knowledge, experience and a distinguished career of not less than ten (10) years in finance and economic planning; and
  • Satisfy the requirements of Chapter Six of the Constitution of Kenya, 2010.

 

  1. Resource Mobilizer Job Group “R” (two posts)

Duties and responsibilities

  • Developing, implementing and monitoring fundraising strategies, that includes yearly targets to meet the costs of the current and future programmes;
  • Approaching and raising funds from development partners/donors and Banks within Kenya and abroad;
  • Conducting research on potential development donors/partners such as trusts, foundations, companies and high net worth individuals, etc.,  finding a match with partners whose philanthropic or funding criteria match the County Government’s Vision and activities
  • Facilitating co-financing opportunities for partner organizations;
  • Developing annual work plans based on the approved strategy and if needed, preparing income and expenditure budgets for each fundraising initiatives;
  • Developing and coordinating web-based fundraising, if needed;
  • Being current and up to date with legal issues affecting public fundraising;
  • Assisting in the preparation of project proposals for public and other funding agencies;
  • Organizing events for partnership building between implementers and potential partners;
  • Ensuring all partners receive appropriate and timely reports and updates

 Requirements for appointment:

For appointment to this grade, one must

  • Be a Kenyan citizen;
  • Be a holder of at least a first Degree in a relevant field from a university recognized in Kenya;
  • Have knowledge, experience and a distinguished career of not less than ten (10) years in finance, economic planning and fund raising/resource mobilization;
  • Be in possession of good analytical skills in developing and implementing resource mobilization strategies
  • Good understanding of financial management and reporting processes.
  • Satisfy the requirements of Chapter Six of the Constitution of Kenya, 2010.

 Cateress II / Hospitality Officer II Job Group “J” (One Post)

Duties and responsibilities at this level involve:

  1. In charge of catering facilities in the County Government
  2. Coordination of various vital sections involved in food services
  3. Responsible for the overall organization and management of catering services
  4. Ensure compliance by all catering staff with their occupational objectives, safety, environmental and infection control,
  5. Responsible for supervision and training of staff under him/her, monitoring staff performance, ensuring conformity with the set standards and ensuring use of standard operating procedure
  6. Review of menus and dietary requirements considering seasonal and market changes within the limitation of established policies and procedures
  7. Planning orders of foodstuffs for availability when needed, maintaining price fluctuation charts and other appropriate records
  8. Developing and implementing policies and procedures and methods for food production to achieve high quality meals and cost effective performance objectives.

Requirements for appointment

  • Be a Kenyan citizen
  • Holder of a Bachelors degree in either Hotel and Catering Management or Hotel and Hospitality Management or its equivalent qualifications from a recognized institution.
  • Fluency in a foreign language preferably French/Germany will be an added advantage.
  • Holder of a certificate in computer applications
  • Have three years related experience and have demonstrated capability and competence in organizing work
  1. Assistant Chef, Job Group “H” ( 2 Posts)

Duties and Responsibilities:

An officer at this level will carry on duties under the supervision of senior officer.  Duties and responsibilities will include:

  1. Have thorough knowledge of cooking methods and procedures including cooking, baking, salad preparation and storage of foodstuffs, Review and evaluating of menus,
  2. Preparation of raw food  for cooking, cleanliness of equipment used in production, placement of food in  serving, detecting and reporting spoilt or unattractive foods
  3. Maintaining hygiene by ensuring cleaning of the kitchen and its surrounding, alerting the supervisor of any defective equipment. Ensure proper care of kitchen equipment and coordinate all the vital processes involved in food preparation, cooking placement and delivery.
  4. Ensuring proper storage of foodstuffs and setting up buffer service areas
  5. Any other duty as assigned by the supervisor.

Requirements for appointment:

For appointment to this grade, a candidate must:

  • Be a Kenyan citizen
  • Be a holder of diploma in any of the following fields: Catering and hotel management, food and beverages production and service or hospitality management of any other relevant  qualification from a recognized institution
  • Fluency in a foreign language preferably French/Germany will be an added advantage.
  • Be holder of a certificate in computer application
  • Have demonstrated knowledge and skills in institutional food preparation for a period of at least 3 years.
  • Understand placement of food in service line, replenishing of foodstuffs during service and reporting low stock levels

 

  1. Cook I Job Group “G” (2 Posts)

 Duties and Responsibilities

  1. Maintaining hygiene by ensuring cleaning of the kitchen and its surrounding
  2. Proper storage of foodstuffs and setting up buffet services areas
  3. Placement of food service line, replenishing of foodstuffs during service and reporting low stock levels.
  4. Detecting and reporting spoil or unattractive food and detecting defective equipment and reporting the same to the supervisor
  5. Fluency in a foreign language preferably French/Germany will be an added advantage.

Requirements for appointment:

For appointment to this grade, one must:

  • Be a Kenyan citizen
  • Be in possession of at least Kenya Certificate of Secondary Education (KCSE) mean grade (C-) minus or its equivalent qualification form a recognized institution and
  • Have attended a course lasting not less than one (1) year and awarded a certificate in food production or its equivalent qualification from a recognized institution

 

Additional requirements:

  • All applicants are expected to attach copies of the following additional documents
  • Tax Compliance Certificate
  • Clearance from HELB where necessary
  • Clearance from the Ethics and anti-corruption commission
  • Certificate of good conduct from the police
  • Clearance from Credit Reference Bureau (CRB)
