The County Government Act, 2012, Section 59 empowers the CPSB to
i. Establish and abolish offices in the county public service
ii. Appoint persons to hold or to act in offices of the county public service including in the Boards of Cities, Urban Areas within the county and to confirm appointments.
iii. Exercise disciplinary control over, and remove, persons holding or acting in those offices
iv. Prepare regular reports for submission to the county assembly on the execution of the functions of the Board.
v. Promote in the county public service the values and principles referred to in Articles 10 and 232 of the Constitution.
vi. Evaluate and report to the county assembly on the extent to which the values and principles referred to in Articles 10 and 232 of the Constitution are complied with in the county public service.
vii. Facilitate the development of coherent, integrated human resource planning and budgeting for personnel emoluments in counties
viii. Advise the county government on human resource management and development
ix. Advise county government on implementation and monitoring of the national performance management system in counties.
x. Make recommendations to the salaries and Remuneration Commission, on behalf of the county government, on the remuneration, pensions and gratuities for county public service employees.

HUMAN RESOURCE AUDIT
-Supervised the County Human Resource Audit in order to determine the number of staff, qualifications, age, pay and gender for purposes of future planning.
STRATEGIC PLAN
-Develop Strategic Plan to provide direction for the Board operations for the next 6 years
SERVICE CHARTER
-Develop Service Charter which will outline our role and responsibilities as a board, the standards we apply values, our expectations from the public and their expectations from us.
SCHEMES OF SERVICE
-Review and develop schemes of service to assist in standardization of duties and career progression and development for the staff.
SENSITIZE THE PUBLIC ON NATIONAL VALUES
-To ensure that the national and public service values as outlined in Article 10 and 232 of the constitution are promoted in the operations of the public service. The Board will monitor and evaluate the compliance.

The Board will carry out a work load analysis for purposes of recruiting a secretariat to the Board.
RECRUITMENT
-Recruitment of various positions as enshrined in the Constitution, 2010 and County Government Act, 2012. The Board will also recruit for various positions on a need basis as will be guided by the work load analysis.

MESSAGE TO THE PUBLIC
-The Board shall adhere to the provisions of the Constitution and will be guided by principles of merit, fair competition and representation of the diversity of the county.

Article 235 of the Constitution requires every county to be responsible for the establishment of a public service in accordance with uniform norms and standards prescribed by an Act of Parliament.
Accordingly, section 57 of the County Government Act establishes a Public Service Board for every county. The Board comprises a Chairperson, not less than three and not more than five members and a Secretary, all of whom are nominated and appointed by the Governor with the approval of the County Assembly.

County Public Service Boards  (CPSB) are devolved governance units for the purpose of establishing and managing professional, effective and efficient public service to enable the county governments achieve the objectives of devolution. The powers of the CPSB are set out in section 59 of the County Government Act and relate to officers in the county public service.

The CPSB responsibility is to promote the values and principles set out in Article 10 and 232 of the Constitution. They evaluate and to the county assemblies on the extent to which the values and principles are complied with in the county public service  and provide standards  to promote ethical conduct and professionalism in county
public service.

Further, CPSBs advise county governments on implementation and monitoring of the county performance systems and prepare regular reports for submission to the county assemblies on the execution of the functions of the Boards.
