  1. Secretary (Office Administrative Assistant I) Job Group H

Job Specification/Requirements

  • Must be a Kenyan citizen
  • Served in the grade of office Administrative Assistant II for a minimum period of three (3) years
  • Business Education Single and Group certificate for the Kenya National Examinations Council. OR
  • Diploma in Secretarial studies from KNEC
  • Certificate in computer applications from a recognized institution
  • Show merit and ability as reflected in work performance.
  • Satisfy the requirement of Chapter Six of the Constitution of Kenya 2010 leadership and integrity.

 Duties and Responsibilities:

  • Taking Oral dictation, word and data processing,
  • Operating office equipment’s,
  • Ensuring security of office equipment’s and documents,
  • Attending to visitors/clients,
  • Handling telephone calls and appointments,
  • Maintaining an up to date filing system in the office.
  • Supervising office cleanliness,
  • Managing petty cash and undertaking any office administrative Services.

 

  1. Town Planner I, JG “K”

 Job Specification/Requirements

  • Must be a Kenyan Citizen
  • Should possess a degree in relevant field of urban planning and physical planning
  • Must have experience of 3years in relevant field of spatial urban and physical planning.
  • Satisfy the requirement of Chapter Six of the Constitution of Kenya 2010 leadership and integrity.

  1. Accountant (II) J/G ‘J’

Job Specification/Requirements

Direct Appointment

For direct appointment to the grade of Accountant II, candidate must meet the following qualifications:-

  • A pass in Part II of Certified Public Accountants (Kenya) Examination or any other acceptable professional accountancy qualifications by virtue of which the holder is exempted from Part II of the Certified Public Accountants (Kenya) Examination.

                              OR

  • A bachelor of Commerce Degree (Accounting Option) from a recognized University or any other qualification adjudged to be its equivalent and by virtue of which the holder is exempted from Part I of the Certified Public Accounts (Kenya) Examination.
  • Satisfy the requirement of Chapter Six of the Constitution of Kenya 2010 leadership and integrity

Duties and Responsibilities:

An officer at this level will be responsible for performing a variety of accounting work of limited scope and complexity under guidance of a more Senior Officer. Specifically Work will involve:

  • Verification of payment vouchers in accordance with laid down rules and regulations
  • Collation of financial estimates; determination of aggregate expenditures
  • Supervision of revenue collection processes
  • Control of expenditure and below the line group of accounts
  • General accounting work book keeping and routine accounting entries.
  • The scope and complexity of work will increase with experience and training but the officer will still be under close guidance where new tasks are involved.

 

  1. Accountant (I) JG “K”

Job Specification/Requirements

For direct appointment to this grade, a candidate must have :

Passed Part III (Final) of Certified Public Accounts (Kenya) Examination.

Or

any other recognized professional accountancy qualification by virtue of which the holder is exempted from Part III of the Certified Public Accountants (Kenya) Examination.

Satisfy the requirement of Chapter Six of the Constitution of Kenya 2010 leadership and integrity.

Duties and Responsibilities:

  • An Officer at this level will be required to deal with a day to day accounting operations in an Accounting Unit.
  • Work at this level will be subject to occasional checks rather than close supervision.
  • The officer will be expected to deal with all accountancy procedures and routine matters effectively and with audit guidance and accounting standards.
  • Responsibility at this level may also include a limited range of management accounting; preparation of final accounts, budgets and statements; and general supervision of staff including their training and development.

 

  1. Administrative Officer 1 (1 post JG “K”)

Job Specification/Requirements

  • Must be a Kenyan citizen
  • Bachelor’s degree in Public Administration, Business Administration, Bcom or any Bachelors in

Related field.

Duties and Responsibilities:

  • Planning of Office Accommodation and layout
  • Lead budgeting process, procurement and coordinate financial record information and reports.
  • Maintain and monitor staff performance information as per service charter
  • Ensure staff training and welfare is managed as per laid down municipal scheme of service.
  • Facilitating transport and travelling services
  • Maintain and updating furniture and office equipment inventory
  • Ensure payment of utility bills
  • Facilitate movement of assets
  • Facilitate general Maintenance of building and furniture

  1. Administrative Officer III J/G ‘H’

Job Specification/Requirements

  • Must be a Kenyan citizen
  • Computer literate
  • Diploma in Public Administration, Business Administration, or any Diploma in

              Related field

  • Satisfy the requirement of Chapter Six of the Constitution of Kenya 2010 leadership and integrity.

Duties and Responsibilities:

  • Planning of Office Accommodation and layout

 Job Specification/Requirements

  • Must be a Kenyan citizen
  • KCSE certificate with college certificate from recognized institution preferably accounting or business related.
  • Satisfy the requirement of Chapter Six of the Constitution of Kenya 2010 leadership and integrity.

  • Collection of mapped and Authorized Revenues

 

  1. Building inspector JG “H” 1 post

Job Specification/Requirements

  • Must be a Kenyan
  • Diploma in building Architecture and Construction.
  • Satisfy the requirement of Chapter Six of the Constitution of Kenya 2010 leadership and integrity.

Duties and Responsibilities:

  • Ensuring Building quality control, plan and compliance Inspection
  • Any other assigned duties

 

  1. Town Engineer JG “L” 1 post.

Job Specification/Requirements

  • Must be a Kenyan citizen
  • Degree in Architect or Civil Engineering from recognized University and minimum of 3 years’ experience in engineering works.
  • Satisfy the requirement of Chapter Six of the Constitution of Kenya 2010 leadership and integrity.

Duties and Responsibilities:

  • Responsible for supervision and control and monitoring of Municipal infrastructures, designs,houses,bus park, drainages inspection of building,
  • issuance of occupational certificate, building materials, plan approval, fire engine, storm water management, Municipal roads maintenance, streetlight, bridges, culverts overhead, environmental/waste management and underground cables.

 

  1. RECORDS MANAGEMENT OFFICER III JG “G”

Job Specification/Requirement

For appointment to this grade, a candidate must have:-

  • Kenya Certificate of Secondary Education (KCSE) Examination mean grade C plain or its equivalent qualification from a recognized institution
  • Diploma in Records/Information Management or equivalent qualification from a recognized institution.

Duties and Responsibilities

  • Receiving, sorting, opening,
  • Filling,
  • Minting and distribution of mail;
  • Dispatching of mails; and
  • Guiding on file disposal.

 Land Rates Clerk JG “H” 1 Post

Job Specification/Requirement

  • Must be a Kenyan citizen
  • Diploma in land related field like Valuation, survey, land registry or planning.
  • Satisfy the requirement of Chapter Six of the Constitution of Kenya 2010 leadership and integrity.

Duties and Responsibilities:

  • To maintain plot rates register/record on allocated municipal leasehold lands, TOLS/Kiosks approved record, rates/rent in town, town houses/ land within town.

 

  1. Community Development Assistants JG “H”

Job Specification/Requirement

Must be a Kenyan citizen

Applicant must have Diploma in Community Development.

Qualification in HIV/AIDS counseling is an added advantage.

Duties and Responsibilities:

  • Anofficer at this level assists in mobilization of the community in identifying, development and management of various community economic activities.
  • Advising and counseling vulnerable members of the community on social issues and activities.

 

  1. Clerical Officer JG ‘F’

Job Specification/Requirement

  1. Kenya Certificate of Secondary Education (KCSE) mean grade C- or its approved equivalent; and
  2. Proficiency in computer applications
  • Satisfy the requirement of Chapter Six of the Constitution of Kenya 2010 leadership and integrity

Duties and Responsibilities:

  • Compiling statistical records;
  • Sorting, filing and dispatching letters;
  • Maintaining an efficient filling system;
  • Processing appointments, promotions, discipline, transfers and other related duties in human resource management;
  • Computation of financial or statistical records based on routine or special sources of information; Preparing payment Vouchers; Compiling data and drafting simple letters

 

  1. Disaster Management Officer JG ‘H’

Job Specification/Requirement

  • Must be a Kenyan citizen
  • Applicant must have Diploma in disaster management or its equivalent from recognized institution with 2years experience.
  • Satisfy the requirement of Chapter Six of the Constitution of Kenya 2010 leadership and integrity.

Duties and Responsibilities:

  • Responsible for Municipal disaster preparedness
  • Building inspection and certification in accordance to the building safety requirements in terms of fire mitigation, storm water and evacuation
  • Advising the public in terms of safety measures as may be required by the county government.

 

  1. Driver III JG ‘D’

 Job Specification/Requirement

For appointment to this grade, an officer must have:

  • Kenya Certificate of Secondary Education mean grade D plain or its equivalent qualification from a recognized institution;
  • A valid driving license free from any current endorsement (s) for class (es) of vehicle (s) an officer is required to drive
  • Passed Suitability Test for Driver Grade III;
  • Attended a First-Aid certificate Course lasting not less than one (1) week at St. John Ambulance or Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized Institution
  • Passed Practical Test for Drivers conducted by the respective Ministry/Department
  • A valid Certificate of Good Conduct from the Kenya Police; and
  • At least two (2) years driving experience.

Duties and Responsibilities:

  • Driving a motor vehicle as authorized;
  • Carrying out routine checks on the vehicles cooling, oil, electrical and brake systems, tyre pressure, etc.;
  • Detecting and reporting malfunctioning of vehicle systems;
  • Maintenance of work tickets for vehicles assigned;
  • Ensuring security and safety for the vehicle on and off the road; safety of the passengers and/or goods therein; and
  • Maintaining cleanliness of the vehicle.

 

  1. DEPUTY MUNICIPAL MANAGER JG ‘N’

Job Specification/Requirement

  • Must be a kenyan citizen
  • Served in public administration or private sector for minimum of 5years
  • Degree in relevant field from a recognized university
  • Satisfy the requirement of Chapter Six of the Constitution of Kenya 2010 leadership and integrity.

Duties and Responsibilities:

  • Oversee the implementation and maintenance of the municipality’s integrated development plan (IDP) to ensure the proper execution of the IDP and Municipal service charter,Municipal master plan and general administration of the municipality.
  • Strategic management of the effective and efficient provision of services to the local community to ensure that services are delivered in a sustainable and equitable manner within the municipality.
  • Oversee the municipal budgeting and procurement process and record management for the municipality as well avail the information for public use as required by the urban areas and cities Act.
  • Implement policies at the strategic management level to ensure its purposefulness and efficiency to citizens of the Municipality.
  • Establish, implement and monitor performance management system and cordination of all staff and service delivery units in provision of effective service to the citizens of the municipality.
  • Oversee the collection of rates, taxes, levies, duties, fees and surcharges on fees as delegated by the County Government.
  • Responsible for development and manage schemes, including site development in collaboration with the relevant national and county agencies.
  • Implement policies, plans, strategies and programs, and as set out for delivery of services.
  • Perform such other functions as may be delegated by the county government or as may be provided for by any written law of the Municipality or Board

 

  1. MUNICIPAL MANAGER JG ‘R’

Job Specification/Requirement

  • Must be a kenyan citizen
  • Holds a degree from a recognized university or its equivalent
  • Served in administration or management in a public private sector for minimum of 5years
  • Satisfy the requirement of Chapter Six of the Constitution of Kenya 2010 leadership and integrity.

Duties and Responsibilities:

  • Oversee the implementation and maintenance of the municipality’s integrated development plan (IDP) to ensure the proper execution of the IDP.
  • Strategic management of the effective and efficient provision of services to the local community to ensure that services are delivered in a sustainable and equitable manner.
  • Responsible and accountable for various financial management duties as Accounting Officer of the Municipality and to ensure accountability of the Municipality`s finance.
  • Develop and monitor policies at the strategic management level to ensure its purposefulness and efficiency.
  • Board CEO and advisor to the board of management
  • Secretary to the board of management.
  • Head of the executive arm of the municipality.
  • Administer and regulate the board’s internal affairs.
  • Establish, implement and monitor performance management system.
  • Oversee the collection of rates, taxes, levies, duties, fees and surcharges on fees as delegated by the County Government.
  • Responsible for development and manage schemes, including site development in collaboration with the relevant national and county agencies.
  • Enter into contracts, partnerships or joint ventures as it may consider necessary for the discharge of the boards functions under Urban Areas and Cities Act or any other written law.
  • Develop and adapt policies, plans, strategies and programs, and may set targets for delivery of services.
  • Perform such other functions as may be delegated by the county government/Board or as may be provided for by any written law.
  1. Plant Operator JG ‘E’

Job Specification/Requirement

  • Kenya Certificate of Secondary Education mean grade D plain or its equivalent qualification from a recognized institution;
  • A valid driving license free from any current endorsement (s) for class (es) of vehicle (s) an officer is required to drive tractor and skip loader
  • Passed Suitability Test for plant operator;
  • Attended a First-Aid certificate Course lasting not less than one (1) week at St. John Ambulance or Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized Institution
  • Passed Practical Test for Drivers conducted by the respective Ministry/Department
  • A valid Certificate of Good Conduct from the Kenya Police; and

Duties and Responsibilities:

  • Driving a tractor and skip loader as authorized;
  • Carrying out routine checks on the plant cooling, oil, electrical and brake systems, tyre pressure, etc.;
  • Detecting and reporting malfunctioning of plant systems;
  • Maintenance of work tickets for plant assigned;
  • Ensuring security and safety for the plant on and off the road;
  • Safety of the passengers and/or goods therein; and maintaining cleanliness of the tractor/plant.

Additional requirements
