 Senior Principal Superintending Engineer (Water And Sewerage) (County Director Water Services) J/G ‘R’

 Job Specification/Requirements

  1. Have served in the grade of Principal Superintending Engineer (water and sewerage) or comparable and relevant position in the public service for at least three 3 years.
  2. Be in possession of a Bachelor of Science degree in Civil/ Water Engineering OR Higher National Diploma in Civil/Water Engineering from a recognized institution.
  • Have Masters Degree in Civil/ Water Engineering from a recognized institution.
  1. Be registered by Engineers Board of Kenya (EBK)/ Kenya Technologists Registration Board (KETRB).
  2. Have current valid annual practicing license from the EBK/KETRB.
  3. Have corporate membership with the institution of engineers of Kenya (IEK)/ Institution of Engineering Technology and Technicians (IET).
  • Have attended a strategic leadership development course in lasting not less than six 6weeks from a recognized institution (SLDP).
  • Have certificate in computer applications; and
  1. Have demonstrated general administrative ability required for direction, control and implementation of water and sewerage engineering programs and projects.
  2. Demonstrate the skills, capacity and ability for resource mobilization.

Duties and Responsibilities:

  • Participating in preparation of Professional and Quality Standards for construction of water supply and sewerage infrastructure;
  • Overseeing the construction of water and sewerage works under directly or by contract; formulating,
  • Monitoring and evaluating requirements of physical and financial progress of development projects and programs;
  • Verifying technical tender documents on water supply and sewerage infrastructure;
  • Formulating water pricing policies and strategies for rural, urban and waste water systems,; and liaising with development partners and other stakeholder in the water sector for effective formulation, planning, coordination and implementation of projects and programs.
  • In addition, the officer will be responsible for developing and implementing strategic and work plans; budgeting for the development and deployment, training and development of staff in the development.
  1. Senior Principal Superintending Engineer (Irrigation) (County Director Irrigation) J/G ‘R’

Job Specification/Requirements

  1. Have served in the grade of Principal Superintending Engineer (irrigation) for at least three (3) years. Or superintending engineer for over 15 years’ experience with proficiency in computer aided design ( Auto Cad)
  2. Be in possession of a Bachelor of Science degree in Agricultural Engineering, Agricultural and Bio systems Engineering, , Biomechanical and Processing or Soil and Water Environmental Engineering from a recognized institution.
  • Have Masters Degree in any of the following disciplines; Agricultural Engineering, Agricultural systems Engineering, Soil and Water engineering Water Engineering, Environmental Engineering and Management, Water Resources Engineering or irrigation Engineering from a recognized institution.
  1. Be registered by Engineers Board of Kenya (EBK)/Kenya Technologists Registration Board. (KETRB)
  2. Have current valid annual practicing license from the Engineers Board of Kenya/ KETRB
  3. Have corporate membership with the institution of engineers of Kenya (IEK)./KETRB
  • Have attended a strategic leadership development course in lasting not less than six (6) weeks from a recognized institution (SLDP);
  • Have certificate in computer applications; and have demonstrated general managerial, administrative and professional competence in work performance and exhibited a thorough understanding of national goals, policies, objectives and ability to relate them to the irrigation and drainage function.

Duties and Responsibilities:

  • Formulating policies, standards, programs and projects for irrigation development,
  • Promoting research development and innovation in irrigation sector;
  • Coordinating the planning, designing, construction, operation and maintenance of irrigation systems,
  • Liaising with development partners and other relevant stakeholders in irrigation development, supervising the monitoring and evaluation of programs and objects, and
  • Promoting research and technology transfers in irrigation.
  • The officer will be responsible for coordinating the implementation of departmental strategic plan: ensuring development and review of annual work plans and budgets coordinating departmental performance contract; and
  • Managing and developing staff
  1. Director Environment, Natural Resources And Climate Change, J/G ‘R’

 Job Specification/Requirements

  1. Served in the grade of Senior Assistant Director of Environment and Natural Resources or in a comparable and relevant position in the Public Service for a minimum period of three (3) years.
  2. Bachelor’s degree in any of the following disciplines:-

Environmental Science and Management,  Aquatic science ,Natural  resources management, Forestry, Geospatial information and Remote sensing, Bio-systems Engineering, Water Resources Management, Agriculture and any other relevant course from a recognized institution.

  1. Master’s degree in any of the following disciplines:-

Environmental economics, Natural Resource Management, aquatic sciences, Environmental Education/Zoology/Health/ Chemistry, Agriculture, Land and water Management and any other related field from a recognized institution.

  1. Certificate in Strategic Leadership Development program lasting not less than six 6 weeks from a recognized institution.(SLDP)
  2. Certificate in computer applications from a recognized institution;
  3. Demonstrated managerial, administrative and professional competence in work performance and exhibited a thorough understanding of national goals, policies, objectives and ability to relate them to proper management of environment and natural resources.

 Duties and Responsibilities:

Implementation of the strategic plan; Coordinate the setting of performance targets; Handling technical, administrative, human resource, budgetary  and asset management issues in consultation with the Director; Policy formulation, interpretation and implementation; Negotiation , legislation and domestication of relevant MEAs and related processes; Conceptualization, development, implementation  and monitoring of environmental and natural projects initiatives and programs; Rehabilitation, restoration and conservation of river basin and other riparian ecosystems.

Other specific duties and responsibilities will involve:-

  1. Liaising with county governments on environment and natural resources issues.
  2. Coordinating regional and international negotiation process on environmental matters and related processes.
  • Coordinating in preparation of country position papers, speeches, interventions, and implementation of strategic plans.
  1. Participate in international environmental governance; creation and promotion of strategic partnerships as well as Public private partnerships.
  2. Responding to parliamentary issues.
  3. Developing, publishing and disseminating national strategies on coordination, domestication and implementation of MEAs.
  • Coordinating preparation and implementation of work plans and setting performance contract targets.
  • Developing, publishing and disseminating national strategies on coordination, domestication and implementation.
  1. Coordinating climate changes.
  2. Monitoring environmental and natural resources projects and programs.
  3. Coordinating rehabilitation, restoration and conservation of river basins.
  • Design and implementation of environmental programs and projects with a view to developing county level master plans on strategic environmental programs

 Assistant Engineer II (Water and Sewerage): J/G ‘K’

 Job Specification/Requirements

  1. Be in possession of a Bachelors of Science degree in Civil /Water and Environmental Engineering from a recognized institution .or Higher National diploma in Water Engineering.
  2. Be registered by Engineers Board of Kenya (EBK) /Kenya Technologists Registration Board (KETRB) as a graduate.
  • Certificate in computer applications.

Duties and Responsibilities:

  • Carrying out feasibilities studies;
  • Planning and designing water supplies and sewerage infrastructures; and
  • Carrying out research activities in various aspects of water, sewerage and hydraulic systems.

 Assistant Engineer II (Irrigation) J/G ‘K’

Job Specification/Requirements

  1. Bachelor’s degree in any of the following disciplines; Agricultural Engineering, Agricultural and Bio systems Engineering, Environmental and Bio systems Engineering , Biomechanical and Processing Engineering or Soil ,Water and Environmental Engineering from a recognized institution; or Higher National Diploma in Water Engineering from a recognized institution
  2. Be registered by Engineers Board of Kenya (EBK) or Kenya Technologists Registration Board (KETRB) as a Graduate.
  • Certificate in computer applications.

Duties and Responsibilities:

  • Collecting and compiling data for irrigation planning; organizing farmers meetings for irrigation participatory development;
  • Setting up of demonstration plots; identifying irrigation schemes for development; implementing irrigation schemes for development ;
  • Implementing irrigation action plans; and undertaking feasibility studies and preliminary investigations.
  1. Assistant Engineer II (Electrical) J/G ‘K’

Job Specification/Requirements

  1. Be in possession of a Bachelors degree in electrical engineering or equivalent and relevant qualifications from recognized institutions; or Higher National Diploma in Electrical Engineering or its Equivalent from a recognized institution.
  2. Be registered by Engineers Board of Kenya (EBK) or KETRB as a Graduate.

Duties and Responsibilities:

  • Design of electrical/electrical engineering services in government buildings and construction works;
  • Repair and maintenance of electrical/electronic installations in airports, water works, offices, workshops, conference complexes and other government facilities.
  1. HUMAN RESOURCE MANAGEMENT OFFICER I J/G ‘K’

Job Specification/Requirements

  • A Bachelors degree in any of the social sciences from a recognized university/ institution;
  • Proficiency in computer application
  • Professional affiliation to institute of Human Resource Management (IHRM) is a must.

Duties and Responsibilities:

  1. Verification of information relating to recruitment, appointment, transfers; human resource records and complements control.
  2. Processing cases of human resources management advisory / selection committees and implementation control;
  • Supervision and guidance of staff working under him/her.
  1. OFFICE ADMINISTRATIVE ASSISTANT II J/G ‘H’

Job Specification/Requirements

Served in the grade of office administrative assistant III for a minimum period of three (3) years;

Business Education Single and Group certificates (BES &GC) from the Kenya National Examination Council in the following subjects:-

  1. a) Typewriting II (minimum of 40 p.m.)/ computerizing documentprocessing II.
  2. b) Business English II/communications I.
  3. c) Office Practice II,
  4. d) Secretary duties II
  5. e) Commerce II,

OR

  1. Craft certificate in secretarial studies from the Kenya National Examinations council;
  2. Certificate in computer applications from a recognized institution; and
  • Shown merit and ability as reflected in performance.

 Duties and Responsibilities:

  • Taking oral dictation; word and data processing from manuscript;
  • Operating office equipment;
  • Ensuring security of office equipment, documents and records;
  • Attending to visitors/clients; handling telephone calls and appointments;
  • Keeping an up to date filling system in the office;
  • Supervision of office cleanliness; and undertaking any other office administrative service duties that may be assigned.

 INFORMATION COMMUNICATION AND TECHNOLOGY OFFICER II J/G ‘H’

Job Specification/Requirements

  1. Kenya Certificate of Secondary Education mean grade C Plain with at least C- (minus) in Mathematics and English or Its approved Equivalent.
  2. Diploma in Computer science/ Information Communication Technology, or its equivalent from a recognized institution.

Duties and Responsibilities:

  1. Writing and testing simple Computer programes according to the institution and specification
  2. Assisting in the application of the Computer Systems
  3. Providing users support and training users
  4. Repair and maintenance of ICT equipment and associated Peripherals
  5. Monitoring the performance of ICT equipment’s
  6. Reporting any faults for further actions

 

  1. ) INFORMATION COMMUNICATION AND TECHNOLOGY OFFICER I J/G ‘K’

Job Specification/Requirements

  1. GEOGRAPHICAL INFORMATION SYSTEMS OFFICER J/G ‘K’

Job Specification/Requirements

  1. Bachelor’s degree in Survey, Geographical information system, Remote Sensing or any other related field.
  2. Have successfully served in a comparable position with similar responsibilities for three years,
  • Demonstrated outstanding leadership capability;
  1. A self-driven person with high need for achievement.
  2. Excellent organizational relations and communication skills.
  3. Master’s degree will be an added advantage.

Duties and Responsibilities:

  1. Inputting, updating, and maintaining GIS databases, and coverage, layers, linkages to various database.
  2. Preparing detailed maps using GIS and or/AUTOCAD software.
  • Inputting and reviewing GIS data for completeness, accuracy, and neatness, creating, and creating and layouts and views of moderate difficulty and complexity.
  1. Conducting geo processing operations and database queries.
  2. Performing digitizing; conducting mapping research in the field and in the office to resolve conflicting information.
  3. Interpreting plans, plats, and legal descriptions.

Any other assignments as necessary,

Must be registered by professional body.

  DRIVERS III J/G ‘D’

Job Specification/Requirements

  1. Kenya Certificate of Secondary Education will be an Added Advantage.
  2. A valid driving license free from any current endorsement(s) for classes (es) of vehicles an officer is required to drive.
  • Attended a First Aid Certificate Course lasting not less than one week at St John ambulance or Kenya Institute of Highway And Building Technology (KIHBT) or any other recognized institution.
  1. Passed Suitability Test for Drivers Grade III;
  2. Passed Practical Test for Drivers conducted by the Respective Ministry/ Department.
  3. A valid Certificate of Good Conduct from the Kenya Police and,

Duties and Responsibilities:

  • Driving a motor vehicle as authorized;
  • Carrying out routine checks on the vehicles cooling, oil, electrical and brake systems, and tire pressure etc.,
  • Detecting and reporting malfunctioning of vehicle systems;
  • Maintenance of work tickets for vehicles as assigned;
  • Ensuring security and safety for the vehicle on the on and off the road; safety of the passengers and /or goods therein; and
  • Maintaining cleanliness of the vehicle.

 Additional requirements
