Busia Governor Sospeter Ojaamong has revealed why the Council of Governors (CoG) settled on H.E. Wycliffe Ambetsa Oparanya as the new chairman to replace Turkana Governor Josphat Nanok.
Speaking while presiding over the issuance of Bursary cheques worth Ksh36.5million to 1800 students at Busia Agricultural Training Centre, the Governor said the Kakamega Governor will ensure devolution works.
“As Governors we want timely disbursement of funds so that residents of the 47 counties can feel the fruits of devolution. It’s not a laughing matter that we elected Governor Oparanya to head the Council.
We tried dialogue but it has failed. It was shock recently when the list released indicated that over 50 per cent of the counties did not use a single penny on development.
Development was locked in Nairobi with counties only told to requisition for salaries, thus raising questions whether that is the devolution we wanted,” he said.
Governor Ojaamong also decried bureaucracies counties were encountering while seeking services in some ministries in Nairobi citing PALWECO vehicles handed over to the County which have taken over two years to have them registered but in vain.
As CoG we shall support the President’s 4 agenda on health, manufacturing, trade and agriculture. “Those are all devolved functions; we want this money down here in order to deliver services to our people and not deliver lip service.
We are now having a very re-energized CoG. In the next few years I know you Members of the County Assembly and county residents are going to benefit,” the Governor said.
