Department Of Infrastructure & Energy

Overview

The Department Infrastructure and Energy  is one of the devolved functions under the Constitution of Kenya 2010.The Department derives its mandate from the 4th Schedule of the Constitution under the County Government Act.

Administrative Structure

The Department is headed by the County Executive Committee Member for Infrastructure Mr. George OkwaraEkirapa and Three Chief Officers under him, NamelyMs.PriscaOmoit in Charge of Infrastructure in the Lower Region, Mr.StephenNasiagi in charge of Infrastructure in the Upper Region and Eng.GilbertOduory in charge of Transport and Energy. Under the three Chief Officers there are three Directors in the Department Namely Eng.CyprianOliko in charge of Roads Directorate,Eng.JohnkevinOtwani in charge of Public Works and Eng.McVivian Anyang who is charge of the Energy Directorate.

To expand public Transport and build infrastructure with special attention on to the needs of women, children and people with disability through production of appropriate designs and increase investment.

Mandate

The Department has a mandate of supporting and facilitating the development of infrastructure within the County, Maintaining and Upgrading of County Roads as well as enhancing connectivity to Electric Power and promote use of Energy within the County.

Achievements

ACHIEVEMENTS - ENERGY

The Directorate of Energy has made the following Achievements;

  1. Through their Partnership with state owned and mandated entities, Busia County Government has enabled over 4000 new Connections to the mains grid Electricity Network and over 2000 new connections to the remote Solar Micro grids.
  2. The Directorate has conducted Four Renewable Energy Campaign Drives on Proper Energy Use and Conservation to the County residents.
  3. Built and Maintained Over 300 Mass Lights and Street Lights.

FUTURE PLANS - ENERGY

The Directorate of Energy has the following Future Plans;

  1. Construction and equipping of an Energy Center for residents training and demonstration activities.
  2. To erect Mass-light towers to all major urban centers within the County.
  3. Designing and implementing the Busia Energy Master Plan.
  4. ACHIEVEMENTS - Roads and Transport

    The Department of Roads and Transport has made the following Achievements;

    • It has established and Operationalized the County Transport and Mechanical team which

    Operates a fleet of road construction equipment within the County.

    • It has maintained existing roads under the Fuel Levy Program covering Approximately 850 Kilometers
    • It has upgraded selected gravel roads to Bitumen Standards in BusiaCBD,Malaba CBD and Kocholya Township totaling to 10.5KMS
    • It has upgraded approximately 1100 Kilometers of earth Roads to gravel Standards throughout the County.
    • It has opened up approximately 950 Kilometers of earth roads in Remote areas within the County that were previously inaccessible

    Future Plans - ROADS & TRANSPORT

    The Directorate of Roads and Transport plans to establish a materials testing Laboratory to enhance quality control of Projects which will make it easier for Upgrading of more Roads to Bitumen Standards within the County.

    The Directorate Plans to Upgrade the newly opened earth Roads to Gravel Standards and also construct the Missing links such as bridges and box culverts to the newly opened road network.

    The Directorate plans to buy an additional fleet of Road Maintenance Equipment and dispose unserviceable ones in accordance with the Procurement and Disposal Act.

    The Directorate intends to build storm water drains to channel the storm waters safely to their natural water ways which has affected some Urban Centers.
