The County Assembly Of Busia
County Assembly of Busia has 53 members. Its organized into sectoral and select committees for conduct of its business. The Office of the Clerk and the County Assembly Service is responsible for the management and administration of the assembly services. The Office of the Clerk and members of staff manage County Assembly Services. The administrative and procedural work of the County Assembly is done by the Office of the Clerk. The other offices that facilitate the work of the Assembly include:
STANDING ORDERS
The County Assembly of Busia Standings Orders guides the operations of a the House Business. The 171 page document which was amended on 24th June, 2017 during the Fifth Session of the First Assembly has 28 parts of 171 pages and five schedules.
Part V contains Governor's address on opening of the new County Assembly, Governor's address on special sitting, while entering or leaving the chamber, his address to to the County Assembly and address by the Senator or visiting dignitary.

Mandate
The legislative composition of the County Assembly is made up of elected and nominated MCAs and a Speaker elected. Administrative support is provided by a Clerk and assisting staff.. The functions of the County Assembly are Representation, Legislation and Oversight

Mr Allan Wafula Mabuka, CLERK TO THE COUNTY ASSEMBLY
Mr Allan Wafula Mabuka is a holder of a Bachelors Degreein Business Administration from Kenya Methodist University and a Masters in business administration from MOI University
Mr. Mabuka is a member of the Institute of Certified Public Accountants of Kenya and also a member of the Institute of the Certified Secretaries of Kenya
Mr. Mabuka has vast experience in parliamentary practice, public sector management and administration
He has been the Clerk and the Secretary of the Busia County Assembly service board since 2013 todate. Prior to this he has held top leadership positions in the defunct local authorities as County Clerk and Municipal treasurer
He is also the current Treasurer of SOKATT, an umbrella organization of all the Clerks of the County Assemblies in Kenya
