Department of Public Service Administration

Overview

The department of Public Service Administration is comprised of three units namely, Human Resource administration and development, Payroll and Records Management.

In discharging its functions, the department liaises with the County Public Service Board in coordinating Human Resource and Records Management functions.

Mandate

The department is charged with ensuring effective utilization and maximum development of human resource to embrace modern technology and enhance service delivery, creating a harmonious working relationship between management and employees, ensuring conformity to the relevant laws and regulations and streamlining and automating records management system

Mr. Moses Emare, Chief Records Management Officer

Mr Emodo Emare Moses is the chief records management officer at the County Government of Busia. He holds a bachelor of library and information Science from Kisii University 2015 to 2017 and is currently pursuing Masters of business administration (MBA) at the University of Nairobi.

He joined the county Government of Busia in July 2014 and has been charged with the responsibility of developing a comprehensive records management program for the county Government and also to develop, implement and audit systems and procedures for management of records . His other responsility include planning for appropriate accommodation for records, train members of staff on relevance record keeping system ,initiate the disposal of records with laid down procedures ,prepare annual budget for record management activities and operations as well as carry out records survey and appraisal among others.

He boasts of having trained a total of 62 county Government officers on records managements operations and electronic record managements among other achievements.

He is an alumni of Chemasiri Secondary school 1995 -1998 where he sat for his KCSE exam.


Mr. Sylvester Adiye, Payroll Manager

Mr. Sylvester Newton Adiye is the Payroll Manager County Government of Busia. He holders a Bachelor of Business Administration (HRM), HND (HRM) and Dip in Business management from Kenya Institute of Management.

He is a member of two professional bodies Institute of Human resource as an associate member and Kenya Institute of Management as an associate Member. He is a waiting to graduate with MBA option of Strategic Management from Jaramogi Oginga Odinga University of Science and Technology.

He joined County Government of Busia in February 2015 and has stayed to streamline the County Government of Busia Payroll. He has experience in Integrated payroll personnel data, management consultancy and data analysis in management.

Achievements

  1. Carried out staff headcount for permanent and pensionable staff, term contract staff and casuals
  2. Carried out the following surveys: - Employee satisfaction, - Customer satisfaction, - Work environment, - Developed departmental strategic plan.
  3. Together with the County Public Service Board ,the department customized the Public Service Commission Human Resource Procedures Manual and the staff performance Appraisal system form for the county
  4. Trained staff from across the entire county on Alcohol, Drug and Substance Abuse
  5. Trained all staff from across the county who are due to retire (pre-retirement training) and newly recruited staff on the need to prepare for early retirement
  6. Procured medical cover with CIC group of companies of staff
  7. Initiated monthly remittance of gratuity for contractual staff to LAPFUND and LAPRUST
  8. Sponsored training of CECM and the county chief officers on participatory budgeting and expenditure tracking and strategic leadership and good governance at ESAMI, Uganda and Dubai respectively.
  9. The department revamped contracting performance in the county
