All the 24 Vocational Training Centres (VTCs) in the County  of Busia will have a Deputy Principal who shall deputize the principal in all matters related to VTCs.

Members unanimously adopted the report of the ECDE and VTC committee that was tabled by the committee Vice Chairman, John Obwogo but with amendments aimed at streamlining the operations of VTCs. The session was chaired by Speaker Bernard Wamalwa.
Hon Obwogo said the Deputy Principal who will be a member of the Centres Academic Board shall be appointed by the County Public Service Board on such terms and conditions as may be specified in the instrument of appointment; a member will exit if he/she will miss three consecutive sittings without permission from the chairperson and without reasonable cause.

 

Other amendments includes the constitution of the Board of Members with the County Executive Committee Member responsible mandated to ensure that there is representation from youth, persons with disabilities, women , CBOs and Faith-based organizations. Membership ceiling has been pegged at nine.

The Nangina Ward MCA said those who seek training in relevant technical courses at VTCs will now be called students instead of trainees, adding that students at VTCs should be offered industrial attachment.

In the amendments tabled by Deputy Speaker Lawrence Okaale, a member of the board will be the holder of an “O” Level certificate while the board chairman should be the holder of at least a Diploma.
Members of the BOM shall be paid in respect of their services, such remuneration or allowances shall be determined by the CPSB in consultation with the salaries and remuneration commission.

Those who made their contributions including Novena Ndaliro, Linus Asiba, Patrick Obuya and Grace Olita, said it’s high time to create governance in VTCs and to devolve it fully with urgent need to revert TVET institutions to County Governments.
