The County Government of Busia has carried out a minor reshuffle of Sub-County Administrators (SCAs) in order to enhance public service delivery in the county.
Former Teso North SCA Chrisantus Okware is now the Sub County Administrator in charge of Teso South Sub County.
He has swopped positions with Ms Zipporah Amoit. Former Samia SCA Mr David Benson Sibeyo is now the new Sub County Administrator in charge of Butula Sub County, also swopping positions with Caroline Oduor.
The other three Sub Counties of Matayos, Nambale and Bunyala retain their current SCAs who are Daniel Okana, Fridah Nekesa (Ag) and Nelson Otando respectively.
The Government appointed Sub County and Ward Administrators in April 2014 and later Village Administrators in December 2017; all these admins draw their mandate from the County Government Act 2012 sec 50-55 which mainly stipulates their roles as the overall coordinators, managers and supervisors of all county government business/functions in their respective areas of jurisdiction.
They were initially in the Public Service Management docket but are now domiciled in the office of the Governor.
The only bit that remains to complete the envisaged governance structure of the Busia County Decentralized Units Bill of 2016 is the establishment of village councils that will sit in each village and assist village admins in the day to day governance of those units.
